Goods Display on the Highway
Goods display are a fashionable part of town centre life in the Royal Borough of Windsor & Maidenhead, adding to the colour and atmosphere and offering a popular service for residents and visitors alike. The pedestrianized areas in particular lend themselves to purchasing souvenirs, as well as eating and drinking al fresco in the warmer weather and the council is keen to encourage good quality, properly designed goods display which will contribute to the relaxing and sociable mood of Windsor and Maidenhead.
Goods display on the highway are licensed by the Royal Borough, as the local highway authority, under Section 115e of the Highways Act 1980 to ensure they are properly set up, licensed and operated such that they benefit the business, enhance the local area and do not cause a problem for other users of the street. Three factors are taken into account when considering an application:
- How your proposed display will look when it is up and running
- The amount of space your display will remove from the public highway
- The effect your display will have on residents, workers, shoppers and visitors.

There are two types of application on offer for a goods display licence:
- New application, and
- Renewal application.
A new application form should be completed if this is the first time you have applied for a licence for the premises in question or if a considerable time has elapsed since the premises last had a goods display licence.
Make a new application
Please note that licences are non-transferable; if the premises change hands a new application will be required. The admin fee for a new application is £525 (payable at the time of applying). The area fee is currently £122 per m2 of licensed area (payable when application is approved) and lasts for a period of three years.
A renewal application form should be completed if your current goods display licence is due to expire and you wish to continue operating the goods display where neither the applicant, the area size (in m2) nor the number of items enclosed within it has changed.
