The Localism Act introduces statutory neighbourhood planning in England. It enables communities to draw up a neighbourhood plan for their area and is intended to give communities more of a say in the development of their local area.

The council is a vanguard authority on this project, and is helping communities prepare neighbourhood plans. Funding has been secured from central government for most of the Neighbourhood Plan areas and government regularly makes funding available to groups directly.
