Why do we need an Outbreak Plan?

We want to keep our residents as safe as we can from COVID-19 until better treatments and/or a vaccine is available. The initial phase of COVID-19 was countrywide. As national restrictions are lifted, sporadic cases are likely which will need local action to prevent spread.

Libraries update

The library team is working hard to resume services safely and to give residents access to a full range of library stock from Monday 6 July. Not all services will be available from this date and they will look a little different. 

  • A Select and Collect service from Maidenhead Library will commence on Monday 6 July. You will have the opportunity to select items you would like to read and staff will make contact with you when they are ready for collection. Library advisors will endeavour to provide you with your chosen titles or suitable alternatives. You will also have the option to collect bags of picture books or other suitable items for children without having to select individual titles. Further details are available on the Libraries page.
  • The Home library service will resume from Monday 6 July. If you are already a housebound customer your library volunteer will make contact with you to agree a safe way to deliver books to you. 
  • The Mobile library service will resume week commencing Monday 6 July. If you are a regular Mobile Library customer a member of the mobile library team will be in touch with you to discuss your reading requirements. Books will be delivered to your normal stop and you will be able to collect your books from outside the Mobile Library to ensure social distancing. Please wait to hear from the library. 
  • Library colleagues are working hard to set up a Select and Deliver service for residents in the future. You will be able to select your books and then choose from a wide range of times and locations across the Borough to collect your books. As soon as the Select and Deliver service is up and running, we will share more information and instructions on our Library social media channels and on the Libraries page of our website.

Safety concerns in commercial settings

For any safety queries or concerns regarding Covid -19 in commercial settings, we may be contacted using our environmental services workplace safety online form.

Examples of concerns we would act upon are:

  • Inadequate precautions being taken to keep staff and/or customers safe in a pub or catering establishment 
  • Not adhering to social distancing guidelines
  • Inadequate signage
  • Inadequate facilities to wash or sanitise hands

Notices of marriage/civil partnership (24 June 2020)

We are now partially open for appointments to give notice of marriage/civil partnership.

Please read the following information fully so that you understand what is required when contacting us:

  • Is your wedding/civil partnership is due to take place within the next 6-8 weeks only?
  • Do you pay your council tax to The Royal Borough of Windsor and Maidenhead at your home address (you will need to check this yourselves)?
  • Do you need an appointment to give notice?

If yes, to all three, please email: [email protected] with the following details.

  • In the subject line please put: your names, date, place and time of marriage and a daytime telephone number.
  • Please put ‘appointment to give notice’ in the body of the email.

We will then reply to your email asking for further details, and once we receive your reply we will call you to check everything, and make you an appointment. Please note that our call to you will show on your phone as ‘private number’ or ‘number withheld’.

Please note: the availability of appointments will be very limited. They will be available on Tuesdays and Wednesdays in Maidenhead only, therefore, we ask that you are flexible with your date and time.

School admission appeals during COVID-19

Due to the social distancing rules in place following the outbreak of COVID-19 and following guidance from the government, school admission appeals cannot currently take place. This is because the current legislation states that the hearings must take place in person.

However, the government are in the process of drafting urgent, temporary legislation which will allow the hearings to take place by telephone or video conference, or alternatively for appeals to be decided on the basis of written submissions only. We are also expecting the government to extend the timescales for the hearings during this time.

Once we have received full guidance from the government we will update our website and contact those affected to explain how admission appeals will be handled this summer.

The community hub will help community groups and individuals who want to volunteer to co-ordinate their efforts and ensure that our most vulnerable residents get the help and support they need during the COVID19 outbreak.

Bus passes

As Libraries are currently closed due to COVID19, we are unable to issue new bus passes but can process online renewal requests.

Green waste collections

We are pleased to announce that green waste collections have resumed today. Collections will be made from today for those on week one and week two will be collected next week. We will add any missed collections to your subscription so you won't miss out.

Bus and rail services

We have been advised that most operators will be running a more reduced service from Monday 30 March, so please check with the transport operator for updated service information before travelling.


Council tax hardship fund - 8am, Thursday 26 March

We are aware of the announcement made by Central Government of a Council Tax Hardship Fund and are working with our software supplier to ensure that each Council Tax Reduction customer receives the support available. This is a maximum of £150 one-off payment for the year 2020/21, or less, where the outstanding Council Tax liability is less.

You will not need to apply for this, it will be automatically posted through your Council Tax account as soon as we are able to do so.

It will generate an adjusted Council Tax bill, you will then owe less, so you will know when this has happened.

Community Hub Activation

The RBWM community hub has now been activated following the announcement from central government on Sunday 22nd March.

The RBWM community hub will help community groups and individuals who want to volunteer to co-ordinate their efforts and ensure that our most vulnerable residents get the help and support they need during the COVID19 outbreak.

As we activate the hub we are asking residents the following:

Bailiff debt recovery, court proceedings and final demands

As part of our #COVID19 response we will be suspending any bailiff debt recovery, as well as suspending any new court proceedings, and the issuing of final demands for debt until further notice.


Jobcentres

The Department for Work and Pensions (DWP) have announced that they are now prioritising their activity around new claims and payments and are working hard to get clear guidelines out regarding the changes.

Moving forward it is likely that some of thier Partnership Team will be supporting front line services within Jobcentres and when this happens there will be a system in place to respond to urgent customer issues, which they will communicate.

Friday 20 March

School closures

Updated guidance is now available from the government on schools closures including guidance on key worker status . Schools are planning rapidly what will happen on Monday and they have been in contact with parents and guardians directly. Please bear with as them work through the updated guidance. We working closely with schools on this.  

Rough Sleepers

The outreach team and community wardens are working extended hours to ensure we reach any rough sleepers who are not yet engaged in our Rough Sleeper Pathway. If you are concerned about someone sleeping rough in the borough, please make a referral through streetlink

Alternatively, if you see anyone rough sleeping you can make direct contact with the team on the duty number 01628 683803 or email [email protected] – we will make every effort to make contact with all rough sleepers and bring them in from the streets via the pathway or reconnection. 

The Windsor Homeless Project will continue to open Mondays, Wednesdays and Fridays from 11am to 2pm at Holy Trinity Church, Windsor and from 12.30pm to 2.30pm on Saturdays at St Stephens Church, Windsor, to offer a hot meal and support to those experiencing homelessness in the borough.  

Maidenhead Food share have generously donated a number of emergency food bags for our rough sleepers to be distributed by the outreach team and community wardens, while working with them to bring them in from the streets. 

John West House 

We continue to work in partnership with Browns Community Services to continue the wrap around support offered to those already in the pathway to ensure they can remain in the accommodation during daytime hours.  

Household in temporary accommodation

All households in temporary accommodation are being contacted via their customer portal and/or text message to re-assure them we are here and available if they need any support. 

Homeless or Threatened with Homelessness

Anyone who is homeless or threatened with homelessness should contact the duty number 01628 683803, we are undertaking all interviews/meetings over the telephone to ensure the appropriate support/advice/ accommodation can be provided if needed.  

General housing advice – including housing register and allocations

Food Bank

If anyone is facing financial hardship and need to access either food bank they can call the duty phone number on 01628 683803. A request for a food voucher must be requested before attending either foodbank. Requests will be assessed over the phone. Both food banks will try wherever possible to arrange delivery of food parcels i.e. if the customer is self-isolating.

‘People to places’

Continuing to go above and beyond to support residents. In addition to their usual services they can assist in collecting grocery orders and deliver food parcels for those who cannot attend the foodbanks themselves.  They are also offering a pharmacy prescription collection and delivery service to our most vulnerable residents.  

A friendly “time to talk” phone support service is also available for anyone feeling overwhelmed or isolated in the borough. If you know someone who requires assistance with any of the above, please call People to Places on 01628 587921. 


Environmental Health - requests for assistance

All referrals for assistance and support from Environmental Health which includes food and health and safety, and, private sector housing referrals will be acknowledged and triaged, a dynamic risk assessment and review for every case received will be undertaken.  Visits, inspections and surveys will  be undertaken based on the severity of the report and situation, the risk posed and the impact to public health.

Council meetings cancelled

Following the extraordinary council meeting held earlier today all scheduled public council meetings are now cancelled until further notice. The cancellations include the Maidenhead development management panel due to take place this evening (18 March 2020) and Windsor Town Forum tomorrow (19 March 2020).

To ensure that planning and licencing decisions can continue to be made in these unprecedented times, powers have been delegated to the Managing Director who will work with the chief technical officers in these areas to make these decisions.If needed any public meetings of the council can be called to ensure business can continue to be conducted in a timely manner.

This decision will be reviewed should the government advice change or no later than the end of June, whichever comes sooner.


Community action

Community action is a really good thing.  If you can, please help others in your community - check on any vulnerable family, friends and neighbours to see if they need anything from the shops, a prescription collected or help with other small jobs. Sometimes just a small favour can make a big difference.  

As a starting point, please see a simple guide to helping neighbours or others in the community.

You can also join your local neighbourhood watch scheme:  https://www.ourwatch.org.uk.

There are local groups being set up across the borough by individuals, generally being coordinated through Facebook.  Your local councillors will have information about what is going on in their wards.

Ultimately:

  • Do : keep safe, respect others, listen, act responsibly and follow government updates.
  • Don't : hand over pin numbers and cards to people so they can collect items or share people's names and addresses.

When exchanging money for goods received, hand washing after receiving/handling cash is recommended. 


Maidenhead Town Hall

From Wednesday 18 March 2020, we will be closing our offices to the public until further notice, unless you have a planned appointment booked. 

This is to protect you and our staff as well as ensuring our ability to continue to provide vital services.

If you have a planned appointment with us please attend as normal unless you hear from us.

Museums, children’s centres and youth centres

Royal Borough children’s centres and youth centres are now closed until further notice.
