Call for Sites - Minerals and Waste 2017

The Central and Eastern Berkshire Authorities are calling for sites to be put forward for consideration within the Joint Minerals and Waste Plan.

The call for sites nomination process will run for an 8 week period:
Monday 13 March - 5pm - Friday 5 May 2017

The Royal Borough of Windsor & Maidenhead, Bracknell Forest Council, Reading Borough Council and Wokingham Borough Council (collectively referred to as ‘Central & Eastern Berkshire Authorities’) are working in partnership to produce a Joint Minerals & Waste Plan which will guide minerals and waste decision-making in the Plan area.

The Joint Minerals & Waste Plan will build upon the formerly adopted minerals and waste plans for the Berkshire area.  It will set out a new Vision along with replacing the policies currently in place.  It will also provide details of strategic sites that we propose will deliver the vision. It will include consideration of the current levels of provision for minerals and waste facilities in the Plan area. It will also establish the future levels of provision required to meet national and regional policy targets and objectives.

The Central & Eastern Berkshire Authorities are asking mineral and waste site operators and land owners to put forward site proposals for consideration for minerals and waste uses, including any aspirations for existing sites to either extend or widen the range of operations or facilities.

Once submitted, the site will be assessed for its suitability for minerals and/or waste development uses.  This will include an initial assessment which will seek to identify whether there are any significant constraints which would rule the site out from further consideration.  If this is not the case, the site will be subject to more detailed assessment including a site visit.  Further information may be required to assist this process.

A ‘Site Assessment Methodology’ Report will be available for comment as part of the Issues and Options consultation which is taking place during June and July 2017.  This Report outlines the assessment process in detail. 

The outcome of the assessments will be made available through the ‘Preferred Options’ consultation which will be taking place early 2018.

Nominating a site:

To submit a minerals or waste site for consideration, please complete the Site Allocation Proposals - Criteria Checklist 

  • If you are putting forward more than one site, you will need to fill out a separate form for each site.
  • Please complete the "Site Allocation Proposals - Criteria Checklist" form clearly and accurately, including as much information as possible.
  • A plan must be attached identifying the exact boundaries of the site (a submission cannot be accepted without an exact site location plan). Maps can be obtained from the Ordnance Survey website.
  • Please return the completed "Site Allocations Proposal – Criteria Checklist" electronically to jceb@hants.gov.uk. or in hard copy to Hampshire Services c/o Strategic Planning, Hampshire County Council, First Floor, EII Court West, The Castle, Winchester, SO23 8UD

Please note that by submitting the "Site Allocation Proposals - Criteria Checklist" to the Council, you are agreeing to the joint authorities sharing this information with the other Local Planning Authorities in Berkshire: Bracknell Forest Council, Reading Borough Council, and Wokingham Borough Council as well as Hampshire Services who are working in collaboration with the Central & Eastern Berkshire Authorities to prepare the Plan. The information collected will be used to assist the Local Planning Authorities in coordinating strategic development across Berkshire and facilitate coordinated research and monitoring.
